'Caligula' fortæller historien om Romerigets mest famøse leder Kejser Caligula. Filmen viser, ofte meget grafisk, de til tider ekstremt voldelige metoder han brugte for at komme til magten, den efterfølgende magtesyge og til sidst hans fald fra magtens tinde. Han udnævner bl.a. sig selv til Gud og sin hest til senator. Har en affære med sin søster og oparbejder et gigantisk bordel og tvinger senatorernes hustruer og døtre til at prostituere sig, alt sammen vist meget eksplicit. Dette er ikke en film for sarte sjæle. Den skabte meget ballade da den kom frem bl.a. fordi flere af skuespillerne ikke mente de havde været informeret om de mange sexscener der var klippet ind i filmen. Rollelisten indbefatter Malcom McDowell, Helen Mirren (The Queen) og Peter O'Toole.
